Course Review and Revelations

• Exceptions and Exemptions - If it's not historic, say please, may I, explain yourself, and hope.
• The NYC Energy Code is essential prescriptive as RESCheck, COMCheck and Tabular based "energy modeling" will be the norm in all likelihood.  The cost of full energy modeling is likely to limit its use, and to fully trade off between required elements / values, you need a full energy model.
• DOB was expecting registered architects and engineers to minutely inspect construction, to ensure energy features are installed properly.   DOB admitted it was early days on those requirements, and to date they had not formulated a methodology they would accept in lieu of registered architects and engineers performing the inspections themselves, vs.. staff.   It has since shaken out that testing agencies much like infamous Testwell Craig will be ensuring energy systems right down to air barriers and insulation being installed perfectly, because perfection will be necessary to swear and sign off that the project will result in conformance with filed energy budgets.  There was a fair amount of skepticism expressed by the packed auditorium.  It is a bit hard to believe a tainted inspection process, beholden ONLY to the building owner, will rise to the challenge of upholding the building code in ways it never has before, while also expanding their scope of services, their staffing, the QC exponentially.
