GENERAL OVERVIEW




RUSSELL A. HIGGINS - RA


 

Mr. Higgins is a registered architect in the State of New York and New Jersey with over 25 years experience in architecture, engineering and construction. He has in-depth knowledge of building technology and insight into the intricacies of the construction process in New York City. Russell has extensive on-site construction experience and has successfully managed many types of complicated new construction, modernization, restoration and historic preservation projects from start to finish. His projects include schools, medical teaching facilities, family care centers, apartment buildings and offices.

 

Russell's experience includes construction administration of the award winning, restoration of the Fifth Avenue Presbyterian Church, the modernization and restoration of four United States Postal Offices throughout Queens and Brooklyn, and the new construction a nine story apartment building on Ocean Parkway in Brooklyn. He has provided project management, technical advice, and cost estimating services for New York City School Construction Authority buildings whose project costs ranged up to nine million dollars. He has managed numerous projects where the day to day use of a facility could not be interrupted during the construction progress. He has also feasibility studies and construction documents for the rehabilitation of flood damaged buildings in New Orleans after Hurricane Katrina.

 

Energy conservation, alternative energy, and a synergistic appreciation of the environment has been part and parcel with Russell's life.  His insights into our environment has been honed during a lifetime of experience in the Catskill Mountains of New York State and inspired by his work with the earliest energy conservation and alternative practitioners during our nations first energy shortages.

 

Russell is knowledgeable of New York City code and Zoning Resolution.  He has provided research and feasibility studies for numerous projects, cost estimating and value engineering services, and in-house he has been responsible for the planning and coordinating of technical operations of a firm.
